Stephen Green is an Associate Director of Document Engineering Services, an international consortium of experts supporting universal business interoperability through the use of open standards.

With his expertise in finance, business documents and software development for scientific and financial applications, Stephen has a comprehensive understanding of both legacy systems and modern electronic business trends and their impact on small and medium sized enterprises.

Having taken leading roles in several OASIS Technical Committees, Stephen is now an internationally recognized XML standards architect.

He classifies himself as an enthusiast, pioneer and evangelist of open standards for electronic business particularly in UK public sector.

OASIS Test Assertion Guidelines (2007-present): Founding member. Contributed to analysis of model basis for test assertions. Editor of Test Assertions Guidelines

OASIS Unstructured Object Model Language (2006-present):Founding member. Advised high-level Chinese software professionals on global standardisation and OASIS procedures. Contributor to committee draft

OASIS ebXML Business Process Specification (2005-2007): Voting member Led an initiative to provide ebXML business process specifications and collaboration profiles for the Universal Business Language

OASIS Universal Business Language (2003-present) Longstanding, core, voting member. Modelled many of the business documents of UBL 2.0 Contributed to special topics of the XML schema design (versioning, customisation, containership, codelists). Chaired subcommittees for schema development and small business customisation. Edited UBL 1.0 Small Business Subset Committee Specification.

BRISTOL CITY COUNCIL, Bristol, UK (1997-present) Senior Information Technology Officer. Designed and developed first XML Schema-based e-procurement system in UK local government. Led and authored the main report for the e-procurement standards strand for UK local government National e-Procurement Project. Developed and maintained legacy finance systems. Contributed to development to replace ‘green-screen’ legacy finance application with a modern middleware solution. Contributed to development of BASDA eBIS-XML e-procurement standard and its UK government customisation

AVON COUNTY COUNCIL and BRISTOL CITY COUNCIL (1990-97) Payments Input Officer / Clerk. During this period, developed hands-free scanning software for digitally scanning invoices for archive, in addition to normal duties as a financial assistant. Acquired considerable expertise in paper-based invoicing.
